Description (partial)

Symptom:
Incorrect egress interface id (DSP) could get programmed into hw for the new bundle sub-ifs in case that all physical bundle members were temporarily removed from this given bundle and a different bundle interface is created in the meantime.

Conditions:
1)  In case of modular chassis, members should've been there on all LC"s present in the system. For pizza boxes, there's only one LC/RP. so by default this condition is met.
2) Removal of all members
3) Another bundle should be configured b/w (With or without members)
4) addition of members to the bundle where all members are removed in step (2).
5) Configuring a new bundle sub interface now on the above bundle (where members removed in step(2), the traffic will be effected for the new sub interface configured.
