Description (partial)

Symptom:
When an access-list entry with 'tcp-option-length 0' is used, and if this entry is filtering a specific vlan id, the internal ACE may not have the correct vlan id. 
This would lead to traffic not being correctly matched against the access-list.

Conditions:
Nexus 9000 running NXOS 9.3(3) or previous release.
