Diagnostic Portico indicates that only some of the PGs has reconnected after a failure.
CCAG log contains the following:
ra-ccag Unable to complete connection from device at address: ###.###.###.###. 
  Last EMT Error [1236]: The network connection was aborted by the local system.

Router is cycled soon after a public network failure.
