Description (partial)

Symptom:
- NAT doesn't translate SIP header source from out to in
- From in to out NAT works as expected
- Call establishment breaks because of the NAT

Conditions:
- IOS-XE running 16.9.3 or 16.9.4
- When initiating the call from inside to the outside, the phone behind the outside is ringing. When it answers the connection never establishes successfully
