Description (partial)

Symptom:
In the 4.x and later releases, if a firmware policy is created with different name than the maintenance policy, the firmware policy will be deleted and a new firmware policy gets created with the same name, which causes the upgrade process to fail.

Conditions:
This issue occurs when a firmware policy is created with different name than the maintenance policy in a 4.x or later release through a POST request. This issue can also occur if policies created prior to upgrading to a 4.x or later release have different names.
