Symptom:
Critical auth failing to apply DEFAULT_CRITICAL_DATA_TEMPLATE

Conditions:
As a part of critical auth we need to move the port to authorized state and apply the template DEFAULT_CRITICAL_DATA_TEMPLATE. The DEFAULT_CRITICAL_DATA_TEMPLATE application failed and resulted in the session to be unauthorized.
