Symptom:
Steps to reproduce:

1. Login to ESA using credentials. 
2. Go to Mail Policies --> Incoming Content Filters, Click on Add Filter. Enter the Name, Description, required Conditions and Actions. (Eg. URL_Attachement_Filtering)
3. Save the Changes.
4. Now go to Incoming Mail Policies and click on the Content Filters tab on the desired policy.
5. Click on Enable next to Content Filters and Save the changes. 
6. Check the Status.

Actual Result:

Shows warning on Incoming Content Filters page saying ?The content filters have failed to run and are currently disabled?. Also the status shows blank for Content Filter table.

If we try to go to Incoming Mail Policies and check the Content Filter, its already been enabled.

Expected Results: 
 
User should be able to create Incoming Content Filters and assign to Incoming Mail Policies. The status should display correct Policy name.
