Description (partial)

Symptom:
Prime Service Catalog occasionally fails to deliver some generated email notifications, which then blocks the processing of all subsequent email notifications. These unsent emails appear on the Administration > Utilities > Undelivered Email page, but selecting an entry and manually hitting Resend has no effect.

Restarting Prime Service Catalog automatically flushes these stuck emails, and resolves the issue temporarily.
