Description (partial)

Symptom:
The issue has been seen after the NX-OS upgrade from 7.0(3)I7(6) to 9.3(1). (using install all command)
Issue is seen on all N9k devices :

Post upgrade some of the FEX interfaces become un-configurable.
For example, "no shutdown" command not taking effect and interface remains in shut state.
