Cisco Bug: CSCvs73000 - NTP v4 not working on 8.10.105.0 when using MicroSemi Server.

Description (partial)

Symptom:
The WLC is on 8.10 and none of the servers are getting added (Neither cisco switches nor Microsemi) when using NTP v4.
Below is the NTP Query output for the same:

Tried collecting the debugs and due to bug CSCvo29660 no debugs regarding the NTP issues are printed when using NTP v4.
Below are the messgaes seen:

Below are the messages seen in the message log but not sure if they are related to the issue:

Also took the packet captures for the same and didn't see any NTP client packet egressing the controller.

Conditions:
The customer is using Microsemi NTP Server and is unable to add it on the WLC when using NTP version 4 .
The current code on WLC is 8.10.105.
