Cisco Bug: CSCvs72945 - Network Control Policy needs additional option called 'Action on Serverlink Fail'

Symptom: With Technologies like Hyperflex that are engineered to keep local storage traffic east/west, switched on a single FI, northbound switch issues can cause unneeded failover action due to the default 'Action on Uplink Fail' of 'link down' An additional option is needed that only takes the vNICs down if the associated Server/IOM/Fex port goes down. This would allow traffic that is designed to be all locally switched on one FI, to avoid unneeded link down scenarios that only impact northbound traffic, but would still generate a linkdown (and failover trigger on OS teaming) in the event the related FI server port goes down. Conditions: Service profile and Host Nic configurations are created such that the default connectivity will occur only over vnics pinned to one side (i.e. FI-A or FI-B)
