Description (partial)

Symptom:
Some of the dual rate ports (Te0/0/12 - 15) might come up when 1G transceiver is inserted but the traffic is not being forwarded.
The interfaces are actually programmed in the hardware as 10G ports as confirmed in the output of "show platform hardware pp active interface all"
