Description (partial)

Symptom:
-TCP three way handshake may get intermittently changes in MSS.
-The syn Packet may change MSS from 1361 to 1412-1416
-This causes Telnet and other applications to fail at protocol initiation.

Conditions:
-Enabling TCP optimization.
-So far seen when running 18.4.1, 18.4.302
-So far seen when enabled on a 2K vEdge
