Description (partial)

Symptom:
c9400 SVL config loss issues after LC OIR, SVL member reload, and physical switchover
Please refer to "Conditions" sections.

Conditions:
[*] c9400 
[*] 16.9 software version
[*] These actions needs to be performed

1.	Have the etherchannel configured
C9400_SVL#sh etherchannel summary | b ^G

2.	Shut down the slot 1 on sw 2
C9400_SVL(config)#hw-module switch 2 slot 1 shutdown

3.	Power off sw 2
4.	Power on sw 2
5.	Save the config
6.	Bring up the module
C9400_SVL(config)#no hw-module switch 2 slot 1 shutdown

7.	Power off the sw 1
8.	SW2 becomes active and the config is gone

The behavior till the step [5] is expected because we shut down the LC, reload the standby switch/sup and save the config, which wipes out that LC related config.

At step [6] upon unshut/insertion of the LC the config is restored on the active but not synced to standby, which is the reason why physical switchover causes the config losses.
