Description (partial)

Symptom:
- AP fails to attach the VLAN tag.
- When the user switch happens, the client would send EAPOL start and AAA overrideVLAN which is to be locally switched & the WLC will be notified.
- In this case, COS AP fails to reset the central switch flag on its datapath causing the failure.

Conditions:
- When a client (laptop) has two user ID's configured. One user ID to be switched centrally and the other locally.
- This is hit when the switch happens from one user to the other.
