Description (partial)

The workaround is not yet approved by BU. Once it does' we can externalize this bug.

Symptom:
During new HX deployment (or expand) operation, the ESXi host(s) fail to get added under the HX cluster in vCenter 6.7. 

Error seen in HX installer:
failed in Task: 'Add hosts to vCenter Cluster' with Error: 'Try adding hosts manually to vCenter and retry. failed to add the host xxx.xxx.xxx.xxx to <cluster_name> with 3 attempts'.

and the related error in vCenter is: 
'A general system error occurred. Unable to push CA certificate and CRLs to host xxx.xxx.xxx.xxx' .

Conditions:
Performing an HX Cluster Installation or Expansion or anything that requires a ESXi host to be added to vCenter.
vCenter 6.7 U3
