Symptom:
Vlan_mgr crash
SUP-switchover triggered by kernel redundancy driver
MTS pile up for processes - psshelper, vlan_mgr, svi
All AA FEXs struck in 'Ready' state & thereby all FEX HIFs down.

Conditions:
Post ISSU, flap AA FEX HIFs (first on VPC primary switch & then on VPC secondary switch), flap vlans (first on VPC primary switch & then on VPC secondary switch). Then when MCT PO is flapped on VPC primary switch, issue is seen.
