Description (partial)

Symptom:
An undesired exit of process mdtd (cXR) or process emsd (eXR).

Conditions:
The telemetry/gRPC configuration count tracks the number of configuration items of 'telemetry model-driven ...' and 'grpc ...' (eXR). When the count is zero after processing these configurations, would result in exit of process mdtd (cXR) or process emsd (eXR). Thus an incorrect count could result in an undesired process exit.

Incorrect count is seen when apply of any of these configurations failed.
