Description (partial)

Symptom:
When upgrading the switches, users should be able to control the number of nodes that can be upgraded concurrently.

However, there are following problems:
<ol>
   <li> When "Upgrade Now" is used, ACI uses the default value 20. </li>
   <li> When "Scheduler" is used with the maximum concurrent nodes as 0 (unlimited) which is the default, ACI interpret it as 20. </li>
</ol>

Conditions:
When using "Upgrade Now" or using "Scheduler" with the default unlimited maximum concurrent nodes.
