Description (partial)

Symptom:
An ARP entry will flap in the following way:

N3K-C3548P(config)# show ip arp
Address         Age       MAC Address     Interface
10.0.0.1        0.003664  1111.2222.3333  Vlan111

N3K-C3548P(config)# show ip arp
Address         Age       MAC Address     Interface
10.0.0.1        0.023548  INCOMPLETE      Vlan111

The MAC will not be in the MAC address-table:

N3K-C3548P(config)# show mac address-table address 1111.1111.1111
N3K-C3548P(config)#

Conditions:
A static MAC is removed while an ARP entry exists with that MAC.
