Description (partial)

Symptom:
After bringing up FEX interface by inserting a cable, some switch interfaces can end up in a Blocking state from BCM perspective.
STP is forwarding from the software perspective.

-STP, PIXM , VLANMGR or SATMGR show no events that trigger reprogramming on BCM.
-STP shows forwarding in Software.
