Description (partial)

Symptom:
When Segment Routing is enabled, some prefix reachability advertisements may not be advertised in LSP #0 as expected. An error log similar to what is below will appear:

*Jan 14 22:55:35.231: %CLNS-3-LSPGENERROR: LSPGEN cache usage is inconsistent with actual LSP space usage. 
     Cannot add admin tag and/or prefix-sid subtlv

Conditions:
Segment Routing is enabled
A large number of prefixes are being advertised - either because of redistributiion of prefixes from another protocol or because of leaking of prefixes from Level-1 to Level-2. The number of prefixes advertised must be enough to require multiple LSPs to be generated.
