Description (partial)

Symptom:
When connecting N9K and ASR903(RSP1 with 15.6(2)SP6), if "link debounce time 0" is configured on N9K, the Link will keep flapping and finally the interface goes to down. 
If we change the link debounce time to 1msec on N9K, the interface can stay up.

Conditions:
- RSP1 or RSP2 is used on the ASR903.
- 'link debounce time 0' is configured on the peering interface on the Nexus9K.
