Description (partial)

Symptom:
BVI traffic is permanently dropped after configuring a BVI to an existing L2VPN bridge domain. The hardware resources will not be allocated appropriately, leading to the traffic drop on the adjacent router.

Conditions:
The issue is consistent when adding a BVI to an already existing L2VPN bridge configuration.
