Description (partial)

Symptom:
After issue manual switching from working to protect at either terminal nodes (SNC/N), traffic automatically switched back.

Checking TTI and cards alarms/conditions, everything worked fine.

Conditions:
This is brand new OTNXC circuits. Customer is setting up SNC/N at both terminal nodes to protect 100GE circuits. Because of failure of manual switching, customer currently run unprotected circuits.
