Description (partial)

Symptom:
During leaf switch replacement, vPC ports (map-pinning mode) are flapped on existing switches in the vPC pair.

Conditions:
This issue occurs when a switch is being replaced as per the following procedure:

-          Before connecting the switch to the fabric, setup-clean-config.sh executed and then switch reloaded
-          Remove the old switch from the controller + waiting 15-20 minutes.
-          Connecting the new switch to the fabric (just the uplinks to both spine switches).
-          Start the registration process.
-          Just once the new node becomes active in the fabric, the vPC has flapped.
