Description (partial)

Symptom:
During leaf replacement vpc ports (map-pinning mode) are flapped on existing switch in vpc pair

Conditions:
switch is being replaced as per the procedure:
-          Before connecting the switch to the fabric, setup-clean-config.sh executed and then switch reloaded
-          Remove the old switch from the controller + waiting 15-20 minutes.
-          Connecting the new switch to the fabric ( just the uplinks to both Spines )
-          Start the registration process
-          Just once the new node becomes active in the fabric, the vPC has flapped.
