Description (partial)

If a local CUCM END user already has some Access Control Group assigned and if the same user gets LDAP Sync, then he does not get the Access Control group assigned to the LDAP Agreement he got sync with. But if user is not present on CUCM or has no access control group assigned then he gets Access Control Group from LDAP Agreement he sync with.

Observed every time for all CUCM versions
