Description (partial)

Symptom:
When creating a default VIM connector the following notification order is expected at the NB (Netconf/ REST):

1> CREATE_VIM_CONNECTOR
2> CREATE_DEFAULT_VIM_CONNECTOR
3> CREATE_VIM_USER
4> VIM_CONNECTION_STATE

In ESC 5.1.0.128 notifications 1 & 2 are reversed.  This can can impact interoperability with the NB orchestrator.

Conditions:
No specific preconditions other that creating a new default connector against the VIM.
