Description (partial)

Symptom:
Traffic loss/blackhole as MAC points to a local FEX interface, while MAC exists on the VPC peer switch.

Conditions:
seen with F3 module and FEX's attached. MAC in hardware has wrong entry, while software correctly points to peer-link
