Enhancement

Symptom:
Currently the way we support VLAN Mapping is to enable VNI for translated VLAN:

"VLAN translation is supported only on VXLAN enabled VLANs"

Customer who do to intend to use VXLAN but need VLAN mapping, have to enable VXLAN features which complicates the setup.

The ask is to enhance software at least for Cloud Scale ASIC TOR/EOR to support VLAN Mapping without need of VXLAN enabled VLAN's.
