Description (partial)

Symptom:
The 9800 WebUI for IOS-XE is not showing 2.4GHz channels 12, 13, or 14 for radios in country's that support these channels.

Conditions:
- 9800 is configured to support APs in regulatory domains supporting channels above 11
- AP is of a regulatory domain that supports channels above 11
- Slot 0 radio is operating in 2.4GHz mode

- Channels 12, 13, and 14 will not be displayed in UI for radio configuration
