Symptom:
This issue is specific to NC55-55xx-FC2 cards

After any operation related to sfe_driver restart/start, sometimes sfe_driver ASIC's will be stuck in DEINIT state.

Conditions:
Any of the following can cause this issue.

1. After Fabric Card reload . <<sysadmin-vm:0_RP0# hw-module location 0/FC0 reload  >>                           
2. after sfe_driver restart. << sysadmin-vm:0_RP0# process restart sfe_driver location 0/FC0  >>
3. After reimaging(PXE boot, USB boot).
