Description (partial)

Symptom:
Webex User receives join meeting notification from Jabber, clicks 'Join meeting' button, and receives "The meeting has been canceled or ended"

Conditions:
The addin service triggers a MailboxConcurrency limit, and addin service gets graph event failed.
The addin service deletes the meeting on the webex site.
