Release-note

Symptom:
On a ASR9922 chassis, EOBC links between standby RP and LCs in bottom shelf will be down. As a result, any failover will bring down the LCs in the lower shelf.
 

As seen in the log:

Conditions:
ASR9922 chassis with RP2 and any LC present in lower shelf
