Description (partial)

Symptom:
-  The router ignores a more specific static route if it is part of a connected network for another interface
-  Example:  
  WAN2: 192.168.2.1/24
  If we want traffic to 192.168.2.100 to go out WAN1 and create a /32 static route for 192.168.2.100 to go out WAN1, it will still go out WAN2
-  The route shows up in the routing table with a lower metric pointing out WAN1, but the router still ignores it and sends traffic out WAN2

Conditions:
-  Multiple WANs configured
-  Static route configured out one WAN
-  The destination address is included in another connected network
