Description (partial)

Symptom:
When the issue occurs IPSEC sessions bounce and CFLOW_INSERT ABORT errors will increment.

Conditions:
After the RPs are reloaded the issue is not seen for at 6 to 8 weeks. This issue happens at sites that have a heavier load. This issue was not seen when the ASR1Ks were running 3.13.5. This issue was seen when the routers were upgraded to 16.8.1 and 16.9.3.
