Description (partial)

Symptom:
ipv4_mfwd_partner and ipv6_mfwd_partner process crash with assert or due to rlimit (memory exhaustion) resulting from creating many number of duplicate threads

Conditions:
On every remove and add of "multicast-routing" config the IPv4/v6_mfwd_partner process is creating a new thread. If this is repeated many number of times the eventual memory footprint of the process exceeds the rlimit value of the OS (300MB) causing a crash
