Description (partial)

Symptom:
When Cisco DNA Center provisions a fabric enabled guest WLAN that uses Local Web Authentication (LWA) or Central Web Authentication (CWA), clients on that WLAN cannot access the WLC's GUI, nor can they make an SSH or Telnet connection to the WLC, even though they are fully connected and in the RUN state.  A sniffer trace from the WLC shows that an HTTP connection to the GUI establishes a normal TCP session, and the HTTP GET from the client is received, but there is no expected reply from the WLC, such as an HTTP 200 OK.

Conditions:
This was observed with WLC software version 8.5.151.0 and Cisco DNA Center version 1.3.0.2.
