Description (partial)

Symptom:
16G FC module in a MDS 9700 reloaded due to an F16_PLDA_RXBUF_MERR error on one F16 ASICs. This is an uncorrectable 
ECC error. The specific port range should be put into Hardware Failure state instead of the entire module being reloaded.
