Description (partial)

In a GOLF configuration, when an L3Out is deleted, the bridge domains stop getting advertised to the GOLF router even though another L3Out is still active.

This issue occurs in a configuration similar to the following example:

- GOLF setup running APIC release 3.2(6i) with 2 regular L3Outs (l3out_1 and l3out_2) that also function as dummy GOLF L3Outs in the same VRF tables.
- The L3Outs provide transit routing functionality.
- There are 2 bridge domain subnets (BD1 and BD2) being advertised from l3out_1.
- The l3out_2 is being used for advertising a second batch of static routes using the default route export.
- Both L3Outs are providing the contract, and vzAny is used as a consumed contract.
