Description (partial)

Cisco SD-WAN keeps a new SA, even if it receives a DELETE old SA request from the peer.

Cisco SD-WAN mistakenly deletes the new SA and the tunnel flaps.

An iPSEC rekey occurs from the remote router and also a request for an old SA is received.
