Description (partial)

Symptom:
Protocols that relay on control plane transmission are not working correctly between a c9300 switch stack and another networking device or end device. 

A packet capture on the control plane of the c9300 switch stack illustrates control plane packets being generated for the correct destination interface but those same packets never egress the interface. A second packet capture on the interface with the issue confirms this. 

Observing the egress hardware queue 0 for the interface with the issue displays zero value enqueue traffic and zero traffic dropped. 

Control plane traffic in the ingress direction relative to the c9300 switch stack is unaffected and is processed successfully by the c9300 switch stack.

Conditions:
Behavior was observed on c9300 switch stack on 16.9.3.
