Description (partial)

GARP for the NAT-inside-global-address is sent from both Active/Standby HSRP router.
The problem is seen when both of router are reloaded and shut/no shut NAT outside interface on both routers.
When receiving the GARP, both of router shows the duplicate address message like below.
%IP-4-DUPADDR: Duplicate address x.x.x.x on GigabitEthernetx/x/x, sourced by xxxx.xxxx.xxxx
