Cisco Bug: CSCvs55843 - When using API, outbound contacts may get deleted from a campaign under certain scenarios

Description (partial)

Symptom:
Looks this would apply to any of the API tools used to upload contacts to the campaigns:

1. Navigate to the CCX Admin >> Subsystems >> Outbound >> Campaign and 'Delete All Contacts' from one campaign.
2. Dont close out this page and keep as is
3. Now upload contacts to that same campaign through the API tool.
4. Now refresh the CCX Admin page and that contacts uploaded to that particular campaign will get deleted.

This is because once the contacts have been deleted in step 1, the CCX Admin page refreshes and goes back to the Outbound Campaign config page but the URL retained is as follows:
- <uccx_fqdn>/appadmin/Outbound?request_type=contacts.delete&campid=7

- Now when the page is refreshed, the retained URL with the delete action takes effect and ends up deleting the contacts from the campaign that has its id associated in the URL

Conditions:
Delete ob contacts from the CCX Admin page >> Upload contacts via API to the same campaign >> Refresh the outbound config page
