Description (partial)

Symptom:
When only L3VNI are configured, if a anycast source-interface is configured under the interface nve,
the L3GOLF VXLAN packets from the asr9k will be sourced with the anycast source-interface ip instead of the
local source-interface ip.

The remote VTEP does not expect L3GOLF VXLAN packets with that anycast source address and drops them.

Conditions:
ASR9K L3GOLF config + IR + Anycast under the same nve interface.
