3.6.4E:

The packets are not transmitted to PC2 via UDP destination port 138 when ACL enabled.
The packets are transmitted to PC2 via UDP destination port 138 when ACL not enabled.

16.6.7/16.9.4:

The packets are transmitted to PC2 via UDP destination port 138 even if there is ACL enabled.

Conditions:
The ACL is enabled on vlan 100.
