Description (partial)

Symptom:
With specific conditions FLC-counter ("sh spanning-tree internal flc-info") for the vlan may become lower, than actual count of active ports in that vlan. As a consequence, it reaches zero even so there are still active forwarding port available for the vlan, causing autostate-enabled SVIs to go down.

Conditions:
Conditions, when the issue was observed:
- primary-leg of the vPC-enabled Port-channel is  (suspended by vpc)
- during that time, secondary-leg of that vPC-enabled port-channel goes down
- primary-leg comes up, but FLC-counter is not increased
