Cisco Bug: CSCvs52572 - VVB one way audio because VVB wrongly identifies HOLDs as UNHOLDs

Symptom: VVM one way audio on hold and resume. VVB wrongly identifies HOLDs as UNHOLDs. These events below were in-fact HOLDs as CUCM introduced dummy port + moh and kept media inactive, but VVB identifies these as UNHOLDs. 148040: Dec 18 11:23:45.394 CST %MIVR-JASMIN-7-UNK:[CALLID=CDC7C280-20F111EA-BC12D152-2671814B-8999990306-0] SIP-ltp221-3096601071, State=CONNECTED: Sending media UNHOLD event. 2 subsequent UNHOLDs will be dropped by VVB. So the actual last UNHOLD is dropped and media remains pointed to moh IP.
