Description (partial)

Symptom:
VVM one way audio on hold and resume.   VVB wrongly identifies HOLDs as UNHOLDs.

  These events below were in-fact HOLDs as CUCM introduced dummy port + moh and kept media inactive, but VVB identifies these as UNHOLDs.

2 subsequent UNHOLDs will be dropped by VVB. So the actual last UNHOLD is dropped and media remains pointed to moh IP.

This causes one-way audio as VVB is sending media to wrong ip/port.
