Description (partial)

Symptom:
Bundle-Ethernet interface used as an L3 Ethernet Segment in EVPN remains in LACP OOS state after being removed from evpn configuration.

Conditions:
This affects all platforms that support EVPN in the 7.0.90 release: ASR9k and NCS5500.
The issue requires the user to have configured both the staggered bringup timer (via <CmdBold>staggered-bringup-timer<noCmdBold>) and cost out (via <CmdBold>cost-out<noCmdBold>) under the evpn submode.
The issue requires the user to perform the following steps:
- Remove <CmdBold>cost-out<noCmdBold> configuration
- Without waiting for the staggered bringup to complete, remove the L3 Bundle from the evpn submode.
