Description (partial)

Symptom:
When in a call and switching to the camera app, the local self-view stream disconnects and cannot be restarted.

To reproduce:
*   Start an audio/video call
*   Open the camera app
*   Go back to the call, the self-view stream is disconnected at this time.

Conditions:
Android SDK 11.6.1.10000-7 ES14 using the onSurfaceRenderingStarted callback from the VideoSurfaceListener, and this is being invoked when restoring the app. This works in normal situations when switching from app to app but not specifically when switching to and then back from the camera app.
